Go outside and look at the surface. It tells you.
Asphalt fails in a predictable order, and what you can see from standing on it is usually enough to know which stage you are at.

Grey, dry, no real damage
The binder is oxidising but the structure is fine. This is sealcoating, and it is the cheapest stage there is.
Sealcoating -
Cracks you could fit a coin in
Water is reaching the base. Fill them now and this is a half day. Leave them and it becomes a patch, then a section.
Crack & Pothole Repair -
Ugly on top, solid underneath
If nothing moves or sinks when you drive on it, the base is doing its job and a new surface will hold.
Asphalt Resurfacing -
Cracks in a web, or sinking spots
That is the base failing. Anything laid over it cracks through in a season, so the fix is to rebuild.
